On December 11, 2025, the Decree issuing the General Water Law (“LGA”) and amending various provisions of the National Waters Law (“LAN”; the “Reform”) was published in the Official Gazette of the Federation, which entered into force yesterday, December 12, 2025. With the Reform, the manner in which water is administered in Mexico is modified and water is redefined as a human right, not as a commodity. It also links water planning with the National Water Strategy and establishes that the State resumes direct control through the National Water Commission (“CONAGUA”):
